The question gave us a little chuckle… I thought the daughter married the son that’s why they needed name change..

my daughter live in other address she dosent have any adsense account new
so how can i apply in the same mailing address
it is better if i allow only the change of her name to my son name

You don’t have an AdSense account where your daughter is payee – that is her account…

This is one reason why AdSense don’t allow changing of payee name…
